Mini-split or Infratech heaters for regulating temperature in porch

Hi,
We are getting a 3 season porch made with Eze breeze windows (Vinyl). The space is 16’x25’ and we live in Northern VA, near DC.
We are trying to decide on how to best regulate temperature, while still trying to have the outdoor feel during hotter or cooler months with an objective to extend the usage for a few months in a year. I understand it won’t be exact temperature control like indoor and we are looking to get some degree of effective temperature regulation.

One option we say was to use Infratech infrared heaters for instant + targeted heating, which hopefully will extend porch usage into cooler months. These are coming to be expensive around total $3000 for 4.

2nd option is to get a mini split, and get cooling in peak summer and some heating in cooler months.

Would either of the above or an alternate solution be helpful at all?

We have not yet looked into insulating the ceiling or the floor as this is additional cost.

Request: Any experience or recommendations on which is a better way to regulate temperature in a 3 season porch?
