Spring cleaning garden -- advice on pruning overgrown plants!

Hello everyone!
So last year I got into gardening and took over some really overgrown gardens. I've started indoor seedlings and have never really gone about spring cleaning much before outside of raking some leaves. I'd like to prune some overgrown bushes and completely pull out some perennials I dont want anymore.
Based on my google research I've heard that I can prune my Russian sage down to the crown. Is this okay? Do you think I should use that method based on how it looks now?
Also I've read that I can prune these rose of Sharon bushes by about a third. Where do you cut them? What shape should I be aiming for here? I just want a cleaner look overall as they've gotten a bit out of control.
