Why is my hoya wrinkly and yellowing?

My hoya had black spots I believe from being in too big of a pot. I treated the leaves with dish soap and water and repotted it into a smaller pot. It was fine last week and now this week it looks like this? Any ideas? I hadn't watered it for 2 weeks before I repotted it, but the soil in the bottom of the pot was still wet. After repotting it, I let it dry for ~ a week and then watered it. Could it be over watered? The wrinkling suggests underwatered but the sould is still a bit moist.
It seems to only be the one section of the plant. Should I seperate that part or leave it in the pot?
