Gas hob, electric oven, outlet location

The gas hob instructions say that the 120v outlet for the hob (basically the igniter) must be in an adjacent cupboard.I also need to connect the 240v electric oven to the range receptacle but that needs to be in the next cabinet as well.Three cabinets on both sides have only drawers.It would seem odd to have a receptacle on the wall under the cabinet but accessible by taking off the clip on baseboards. How else can I get a receptacle for both available?Can I put the receptacles under the oven instead in the dead space under the cabinet?
I'm also wondering why the receptacle has to be in an adjacent cabinet, it's no safer than in the same cabinet. Might just be a bad instruction?
