Dilemma with vinyl sheet flooring in 1960s house?

My kid & her husband (nurses) bought a small 1966 starter home, and are updating it. It's a small split ranch, and I'm helping them out with the cost of their flooring. They want to replace the rugs in the living room and dining area with vinyl plank flooring that is easy to maintain since they have a toddler and a baby on the way. They planned to carry the same flooring into the kitchen. Their oak kitchen currently has vinyl sheet flooring with a few torn spots. A big box store came out to measure, and told them that the price will be $2K - $8K more since the existing kitchen has to be tested for asbestos and will probably need to be remediated by another contractor. Do they have any budget-friendly options? Is it possible to just install a new subfloor over everything, or to install tile on top of the vinyl instead? The house is in a suburb of Cleveland OH. Thank you!
