Heater won’t work, but fan won’t shut off, why?

We have electric air/heat. The unit is only 5 years old. Yesterday we weren’t getting anything to work. We replaced the 60amp breaker in the unit that’s located in the closet. We also put a new thermostat in. After replacing the breaker, it seemed like it was fixed. But then we noticed the air and heat weren’t turning on, but that only the fan was running. I changed the fan setting on thermostat to off and it still wouldn’t. Removed the green wire inside the thermostat and it still wouldn’t turn off. The only was to shut the fan off is by flipping the breaker off. Wanted to try and troubleshoot myself before getting a tech out to the house! Thanks for any help!
