Old world textured walls & low ceilings-- how do we make it look good?

We're waiting to close on a home that has "old world" textured walls and low ceilings (main floor: 7ft6in, upper floor: 7ft). The house is 3400 sq feet and it seems like it will be too labor intensive/costly for us to either skim/put up new drywall. Therefore, I'm trying to accept the walls and wrap my head around how to make the house look "stylish" and "finished" working with what we have.


Some questions I'm pondering--

Would an off-white matte paint throughout the main floor be better than getting creative with colors?

We want to keep the baseboards a dark stained wood. Would it look better if they were thicker?

Would adding wood framing around the windows help? Or white crown molding?

Maybe part of the reason the house looks so bad is because of poor decorating, and if decorated better, it will help it look better overall-- regardless of the walls/small baseboards.
