Planting under a pin oak

We have a large Pin Oak next to our home on the east side. We have very sandy soil in zone 9a. Some of its roots are above ground, and grass struggles underneath and is patchy. I have a few potted Purple Heart plants near it, and they do well on that side of the house. I was thinking I could create a large brick or stone border and plant the Purple Hearts underneath so they could spread easily within the border. Since I am very new to gardening, I worry that it would not be good for the tree since the roots are already at the surface. My husband had another idea of using landscape cloth then creating a sort of raised bed within the border. What do you guys think? Is there a flaw to this plan? Thank you!
