Fence around tree stump

My neighbor has recently cut the tree in his backyard. The tree was very close to the fence. In the process a portion of the fence (6 feet wide) came down. We want to build the fence again.


There is a 6-12 inches high (and similar diameter) of stump remaining , and I am not sure if that needs to be taken care of, before reparing the fence. Can you please guide me, if you have an idea.
