Planting around a stump

There's a stump from a huge bush that got out of control in my front yard. The stump is leveled to the ground (can't really see it) and the ground around it is pretty bare, hard, and growing weeds right now. I don't have the money to get it pulled up and don't want to wait for it to degrade, since it's pretty ugly. Can I plant around it? What kinds of plants? Should I just condition the soil like normal, or anything special to do?
