Patching a deep patio hole around stair footers

Our wooden upper deck stair footers are inserted into our concrete patio and we believe the footer hole next to our foundation is letting water into our basement. We want to plug the holes, but because we can‘t get down into the holes, we can only pour something into them to fill them up. We don’t know if we should use Portland cement, hydraulic concrete or regular concrete. We won’t be able to do any bonding repair in the hole, we will only be able to pack and fill it. Anyone have any ideas?
