That looks like chemical damage. Anything spilled on the soil in that area? Herbicides used in the vicinity?

Thanks guys now that I think of it round up was sprayed near the tree. Is there way to fix the tree, or is it just going to have to e replaced? It’s already been 2-3 years that the tree has looked like this each spring

That I don't know, but do know that it is not only RoundUp/glyphosate that can harm trees and shrubs. Any weed killer, like Weed-Be-Gone can do the same thing.

What kind of Roundup? There are a number of different "Roundup" products out there, some of which contain herbicides other than glyphosate. With those extreme symptoms, I'm guessing the product used contained more than just glyphosate.

With that small of a yard, you don't need any kind of weed killer applied, no matter what kind. Just do manual removal.

Since the link about glyphosate damage is based on anecdotal evidence, it is really asking us to believe someone's assessment. When in fact, that person is making their best guess. Over many decades I've had occasion to see glyphosate damage on several plants ... usually, plants too close to the target got a little on them ... not enough to kill, but enough to harm. The unmistakable sign was elongated, striated foliar growth. And some bunch growth at buds. But it was never more than temporary, lasting only a few weeks at most and the plant would resume normal growth. (It was always part of a plant, not the whole thing.)

Does any one have a cure for it? I’ve soaked the soil with water numerous times and it has had no effect.

Have you fertilized it? If you do that and keep it deep watered at least once a week and you get no response, dump it and get a new tree.

It looks as though the tree is being strangled. Remove the plastic band around the trunk and what appears to be a slim metal pipe extending into the ground. 'Rub out' with fingers new growth along the trunk. See if this helps recovery.

I have encountered this type of chemical/herbicide damage a number of times. The most recent was a client last year who had purchased a home where the previous owners' over-liberal use of herbicide before putting the house on the market resulted in widespread damage. It wasn't until the following spring that they got the full picture, just as floral described in her university link. They removed the most badly damaged trees and shrubs and only now - the third spring - can one see some signs of recovery on what they left.

So it is possible the tree will recover but it will be a slow - very slow - process.
