Water intrusion behind masonry. Help!

We bought a fixer upper this Summer and have been doing a lot of work to the house. We suspected that there was a small leak around the window above the front door when we noticed dripping from both outlets in the landing (no clue why we need plugs up there...). We are getting new windows this week so wanted our contractor to look into the leak. Once he started removing drywall he discovered moisture damage in the whole wall so he removed the drywall and insulation. We have had a few companies come out to look at the front of the house. One thinks the mortar around the stone could be removed and replaced. One thinks the keystone needs the mortar around it fixed and sees other problems with the trim under the roof and trim missing from the shingles? Another contractor thinks all the stone needs to be removed and the water barrier behind the stone replaced.

Any suggestions would be greatly appreciated. We are in Northern Virginia. Thank you!
