Fan or dehumidifier to prevent mildew basement and garage

What is the best way to prevent mildew in a northeast in a garage and basement? Both have unfinished cement floors, and finished walls. Somebody once mentioned window fans. The idea behind it is if the air is moving, there will be no problem with mildew.


Last summer we tried dehumidifier in the basement. One was not enough, you definitely need two, so the electric bill runs very high. Even so, the moisture level is always in the 50-60% even in the hot july. The basement and garage have unfinished cement floors, basement has drywall on walls, and garage has styrofoam and plywood glued walls. The air still feels stuffy and stagnant.


We also did not use any fan or humidifier in my garage because the doors are often open and kitchen contractor was working there.

All things in the garage were mildewed: cans of paint, wood scraps, beach chairs. Bikes had to be wiped every week. Garage doors are facing north and garage windows are facing west and are in a shady area.
