Plants for 4 inch deep soil?

I just moved into a new apartment, and there are some fence planters already installed in the yard, but they're very shallow. The soil is only 4 inches deep. The previous tenant had used them for succulents (all dead by the time I moved in), but I'm wondering if they would work for anything else? I'm in hardiness zone 9b, and the yard gets about 4 hours of bright sun in the afternoon. Any suggestions?


Not a great picture, but you can sort of see there are two long green planter boxes and two shorter metal ones on the fence.
