2 inches out of box, still plants 6 inches deep? Will leaf rot?

I received a few boxes of dinner plate dahlia, most of them already grow about 2 inches long with 6 to 8 leaves. It usually should be planted 6 inches deep, if do so, will leaves rot? And, are they strong enough to push through soil (with leaves)? Should I plant them shallow, add 6 inches of soil after they reach 14 inches?
