Cutting back Milkweed in FL in July?

I have 3 types of milkweed in my garden, Tuberosa, Incarnata, and Curassavica. This is what they looked like this morning.

Basically they have been denuded, no leaves left. Should I cut them back now? Or wait until September?

I was thinking cut back now, fertilize and then cut back again next January/February and fertilize. So when March 2020 (beginning of Monarch time in central FL) comes the plants would have a lower amount of OE.

Ideas and suggestions would be welcome.
