lost my last post.... hopefully not duplicating.... but I need help

This morning on my walk I found someone in the neighborhood had taken some limbs off the a giant milkweed and put it for trash pickup. It looks like maybe it had mealy bugs, but I brought it home anyway... I have them in garden anyway so it wasn't like I was introducing them. I washed the plant off with neem oil, then rinsed off the oil. I now have the limbs in bottles of water.

The limbs are between 3 and 5 foot long and green.... looks to be soft wood. I did cut the flowers off the tops because they were wilting... Is it better to use root tone and putting them in potting mix, or to try and root in water..... do they need to be put in a plastic bag to keep them humid, or do they prefer drier air.....

Any help would be GREATLY appreciated - by my and the monarchs in the neighborhood.
