Too late to transplant (rose of Sharon?)

I'm not even sure if this is a Rose of Sharon. We bought this house last year and this plant did absolutely nothing since it was covered by a tree so I was unable to identify it and I was just going to leave it be until I could get an ID but I would like to start working on this bed.

Would it be horrible too move it now since it's already leafed out a bit?

Also any guesses on how big it would get if it currently stands about 4ft tall? I'm guessing the plant is over 10 years old.
