scale on 4 year old bay laurel

late last fall, i discovered my 4 year old bay laurel has a heavy infestation of scale i've read that the best way to control scale is by pruning and rotating spraying with neem oil and spinosad....i discovered the scale in early december and even though i'm in zone 9b i was concerned with pruning at that time of year, so i've sprayed heavily with neem oil and waited a couple of weeks and sprayed with spinosad, and sprayed again with neem oil ......etc i've sprayed a total of 6 times with each product.. now, since danger of freezing has apparently passed, i'm wondering if i should go ahead and prune, treat systemically, or continue the regular spray routine

your thoughts on this would be greatly appreciated
