Help with herb dish garden drainage

I have not grown herbs in a dish garden. Since I'm making 2 of these to give very soon to a non-gardening cook, planted with robust Italian herb plants, I would like to run this by you for spotting flaws in my plan. Mainly I'm concerned with depth and drainage.

Container "A": Enamel (red!) colander 4" deep.

Container "B": Metal rectangular basket (reminds me of a bike basket but with a swinging handle) 5 and 1/2" deep.

Lining for "A": Weed plastic (black plastic coating an absorbent paper, all very thin)

Lining for "B": Shade fabric (woven-looking plastic) ... should I include weed plastic inside that?

I'm going to sew the shade fabric to make a rectangular bag.

If I do as described above, and do not punch holes in any of the lining, will the herbs do well over time.... if they are only lightly watered?

Herbs: Depth of roots? Do some Italian cooking herbs need more depth than others?
