I'm not even sure what needs to be fixed, or who I need to call?

We have had turf in our front lawn for a few years, so all the sprinklers/irrigation systems have been disabled.

There was a huge rainstorm the other day which has caused a lot of flooding in the surrounding areas (but not for us luckily), and I'm thinking this is the cause?

I noticed now (about a week after the big rain) in our front yard that the Irrigation Control Valve cover looks like it got blown up from some kind of pressure, and all this dried white stuff around it.

I'm not sure if it's raw sewage or water or something else... I was able to clean up the dried white stuff. There were a lot of bugs under it since it was still very wet under it.

I guess I'm just trying to figure out what happened, what I need to fix, and who can I call to get all this done (a plumber? irrigation specialist?).
