Do I need an access panel for tub/shower plumbing in my brand new bath

So my contractor built a decent looking linen closet to slide into the space behind the tub/shower wall where I had 18 inches left over. When I asked him about access to the plumbing he said I probably wouldn't need it and in any event, I could slide the cabinet out. Well, when the tile guy came I realized that once that floor and wall tile went in, that cabinet would not be able to come out unless I ripped up the floor. The contractor isn't interested in fixing it and I'm wondering if I really need to. I'm concerned about any leak there might be in the pipes in the future.
