What happens to a plant if their new growth is killed by frost?

Winter so far has been very mild and I am seeing daffodils starting to emerge, my lily of the valley i have in pots too are emerging, petasites flower buds emerging from the ground already. So many more perennials are breaking. So they decide to break dormancy this early. what would happen when another killer frost comes and destroy their shoots? Do they go back into dormancy once again or are they killed because they didnt get a chance to fully break dormancy when they wanted to? Or do their shoots just remain intact(maybe a bit injured) until spring comes?

And one other confusing thing is if this is happening in my cold northeast zone 7a climate then I’m sure the same happens in warmer areas more south, pnw, and even zone 10 Japan where they are native too and where even nighttime temperatures barely ever go below 40 f. And how are very early emerging plants dealing with this in all those different places?
