Ganache made with water?!

I was watching an old British cooking show the other night and a guy made a ganache by pouring hot water over chunks of chocolate, stirring to melt, then whipping it with beaters to make what he claimed was a nice light ganache made without cream. No info about the fat content of the chocolate or temp of the water. Anyone ever try it? If it would work with chocolate chips that would make a great easy frosting!
