Trying to fasten to a tile wall to cover a hole is not a good place to be installing anchors into the tile. They might hold, but if there has already been any damage to the tile or backer just drilling a hole (even with the correct carbide tile spear point bits) can make matters worse. The tile could also pop off the backing when the screw expands the anchor making the needed repair even larger. This is a perfect place for a gap filling product like silicone seal glue. The cover can be made large enough to have an acceptable bonding area, and the silicone will stick to the smooth tile well enough to hold the cover in place once it sets. It will likely take some tape to hold the cover in place till the silicone sets up. A better repair can then be done at a latter convenient date if desired by cutting the silicone and removing the cover and any silicone remaining on the tile.

My kitchen designer informed me of the bad news when we were going over the final interior stuff for the cabinets. She is pretty up on permit stuff as she also does commercial stuff. I was dumbfounded as I assumed UL was for stuff like electrical appliances where there is actually an issue of danger. Perhaps later some plumbing expert will let me know exactly what the certification covers for a kitchen sink. It's not my building that is the issue. I am actually head of the architectural approval committee although I will obviously recuse myself to sign off on this. We aren't picky about sinks - just making sure everything is done by licensed bonded tradespeople and if people install washer/dryers, they need to be low flow and ventless. Occasionally, someone really wants to move plumbing around and then we bring in an engineering firm to approve the plans and inspect the work. If you look at sinks, you will actually see that they are UL or UPC certified. It might be just Los Angeles rather than California so you should check with whoever is pulling permits for you in terms of requirements. And as I wrote, I suspect that many of the sinks are being done without permits. I certainly doubt people replacing a kitchen sink or a counter are pulling a permit for that kind of work. Joseph Corlett, LLC - My designer has an on-site inspection with who she says is the pickiest permit inspector in Los Angeles and she is going to run it by him and show him the specs. It's 99% copper - no lead - thick gauge - what in heck could they want in a sink except to make money for the bureaucracy.

@devonfield, the pantry is 5'10" x 6'11". My husband and I designed the pantry using wireframe software -- he's a software architect so he uses wireframes to design software and we used the same software to design our pantry! We designed this with huge detail, basically deciding where everything we own will go, and then we handed it to the trim guys and they built it exactly as we specified. It turned out even better than we imagined!

What is there left to do that failed inspection? You can also ask for a temporary certificate of occupancy if the failed inspection has nothing to do with fire, i.e smoke alarms, etc, or electrical inspection like GFI failure, etc anything that has to do with your safety. If there are minor items you can get temp CO and call them for re-inspection when it's done within a year, or if it's minor items don't pay the other guy if he not showing up and get someone else to complete this items and go on with your life.
