Toxicity is always a hot topic. Most plants which may cause issues require a huge amount to be ingested before any serious reactions. Problem with sites which list plants of possible concern is that they rarely indicate that though. For that matter, many do "blanket" lists without regard to the fact that plant A may be a seriously dangerous one for kids but not so for cats or dogs, while plant B may be a big issue for cats but not for other organisms, and so forth. Then there are those individuals that may have a stronger reaction than the normal population. Tends to lead to a lot of panic -- much of it unnecessary. Anything that looks grass-like tends to be particularly attractive to cats. Keeping a pot of plants that cats are permitted to chow on can help them from chewing on others. However, rather than use those ridiculously small cups that petstores sell, I'd recommend a large shallow pot and giving the "cat grass" a chance to truly become established/well rooted before introducing a cat to it.

That would be fine until frost, then it needs to come back inside. I don't know that I would take this Impatiens outside at this point. It's been fine for 4 years where it is, has sentimental value, and would be much more likely to catch downy mildew outside, a fatal (always/usually?) disease of I. walleriana. Snapping off the taller stems would result in more mass closer to the soil. When those are growing again (both the cut piece should continue to grow, along with new growth from the stump,) snap a few more. Doing it gradually would prevent the "bunch'a stumps" look of doing it all at once, and any risk associated with failure, though small. You could start a new pot or just make the current pot look more full. Since these plants do snap easily, repotting is difficult on one with many tall stems such as yours, I might opt for sticking cuttings in a pot of fresh soil. When a nice 2nd pot is going, a repotting attempt could be made on the mama plant without so much concern.

B, You're so welcome, glad to help. Great to hear the pot has drainage holes, it's a handsome staging. Adding 50% Perlite (or Pumice) to something like Cactus & Succulent Mix (C&S for short) would be good, something like equal parts or 50% of each.
