Need some plant help-nutrition issues, possibly

Hello All,

Last year I stopped in to report a tomato not growing very well. People looked at the pic, noted a downspout near where the tomato was growing, and said it was a nutrition issue. Made sense.

Well, the tomato never recovered and in fact, I had a rather cruddy year of gardening overall. So in the offseason, I planted some nitrogen fixers, chopped them down and tilled them under. I also had testing done, and nothing was really too far off.

I expected this year would be AWESOME, but it's already looking pretty cruddy, again.

The tomato plant isn't growing, and a nearby bhut jolokia chili is also showing signs of growth issues. The parsley, oregano, and thyme growing in proximity to these plants seems to be growing pretty well. The tomatoes and peppers and herbs in other parts of the garden are also growing rather well. Hell, I have so much volunteer lettuce that I don't know what to do with it. lol

I am attaching some photos.
