Junction box below island cab, access via cab bottom. Will it pass?

So, DH and I have disagreement on where to place a junction box in our new island.

I'd prefer a shallow drawer in one of the cabs, so as to leave room for the JB behind it, We're using Ikea cabs, so I could easily swap the deep drawer we already have with a shallow drawer. Of course we'd lose drawer space.

DH doesn't want to lose storage space and wants to place the JB underneath the cab, cut out an access opening into the bottom of the cab, either leave it open or fit the opening with a hinged trap door.

What do you all think? Will this have a chance of passing inspection? We are in Chicago (Cook County), all metal conduit (flexible in the island) and bulky metal boxes are required here.
