Cork tiles over concrete and under engineered hardwood? Vapor barrier?

We had a pipe burst in our condo and the only blessing is that the previous floors will be replaced and we can add something for more thermal insulation. I am interested in using 1/2" cork tiles but curious if I need a vapor barrier in between the clean concrete and the cork tiles--will the cork tiles be glued directly to the concrete or to a plastic sheeting? Also, what glue should I have my contractor use to glue the engineered hardwoods to the cork tiles?
