Help with frame and cleaning of old oil painting

I just received this 1930's oil painting and would like to clean it up and frame it.

As you can see from the photos there are visible drips, dirt and splash marks that I'm hoping can be removed. Do I need a special oil painting cleaner? Or will a gentle detergent and rag be okay?

As far as the frame, I'd like something fairly simple. I was thinking stained wood would work best. My flooring is a medium wood tone with a light white wash effect and I have a nutmeg stained cherry dining set nearby. Should I do a linen liner? Would like to order online and save vs custom framing. Painting measures 14x16 so I'm not even sure that I will be able to get a ready made frame that size.
