How to use this old bird cage

I have this old bird cage from grandmother. She had it inside the house, and might have had fake birds in it. I'd like to re-use it as a bird feeder, and possibly shelter(?), in my back yard if I can find a good way. But I'm not sure it makes sense to.

Would birds see the small opening as a good thing, or bad thing?
Trapped in? Or protected from predators like cats?
Maybe cut off some other areas to provide multiple ways to get in and out?

I think it was designed to be an in-house bird cage, with bottom tray that can be removed. I'm thinking I'd just put sunflower seeds and other bird seed there on the tray, and replace at times.

I'm very new to knowing how to do things with birds.

Any good ideas on use of this as an outside bird feeder?
