Help! Sedum Burrito is wilted/shrivelled and has white spots

Hello,
I need some help to figure out what to do with my little Sedum Burrito succulent and how to save it!
It's been wilting since the start of September (currently in London/UK winter). It has some shrivelled leaves, some has dried up completely/died and others still look plump. It also has some white marks/spots on some stems. And there are a few propagating leaves on top of the soil.
The soil is currently bone dry (all the way down the pot) and I've watered it twice since buying it in July this year (2017). Most recent watering was the beginning of December.
I don't have a south facing window but I put little burrito in the brightest room (away from radiators) and move him into direct morning sun when I wake up.
I'm completely puzzled as what to do, can anyone help?
Should I water Little Burrito? Leave it alone until spring?
