Fall composting and mulching...

In the bigger scheme of things, maybe it makes no difference but here goes.

I stopped adding any chemicals to my gardens and lawn years ago and have had significant success with mulching leaves either into the lawn or blowing them back into the gardens in the fall. I can also secure a truck load of fresh tree chips and can get all the free mulch I want from the town yard. They will even use their front loader and fill my truck to save me a lot of work If I could get then to spread it for me I would be a happy gardener.

The question is that I wonder if there is an order to which I want to follow when applying the stuff.

Chopped leaves first? Mulch second? chips on top?
Does it make any difference?

For the most part, it is all gone by the next fall. Maybe my neighbor is stealing it.....
