What kind of disease is this in my citrus trees?

Can be caused by any of several sap-sucking insects, but yours looks like mealybugs, whose honeydew is turning black with the growth of sooty mould fungus.

Citrus Leafminer. It's not a fungus, it is the larvae of the CLM moth, mining through the leaf. Don't cut off the leaves, your tree needs them to respirate. If you feel compelled to treat, the best and safest treatment is a combination of Spinosad and Neem or Volk Oil (to help it stick better, and to smother the adult moths). Be sure to spray in the evening, when the bees have gone back in the hive, and if possible, to spray before blossoms appear. You can spray every 3 weeks for 3 apps. You may need to do a series of sprayings again, in the late summer/early fall, when they tend to come back in your area. Here for us in Calif., we only tend to see them in the summer, so I try to start spraying in July. Last caveat - don't use the hort oils if your temps are above 85 degrees, as you'll fry your leaves. Most folks opt not to treat, as this is mainly a cosmetic issue, unless you have very young trees and high disease pressure. Patty S. Here is a link that might be useful: UC IPM: Citrus Leafminer

Thank you to everyone who posted that answered quite a bit. I knew it wasn't very cold tolerant to begin but didn't realize it was more a zone 9-10 plant... I figured as someone else stated a "cold-frame" could be possible and I figured as it got older it may be able to tolerate our winters given enough time (age vs. exposure) say like how some trees not native, planted here can lose their leaves and look almost dead but can come back again year after year despite unoptimal conditions. Being in Washington and not by the coast more so towards Tacoma/Seattle area vs. the eastern side of the state I figured our winters wouldn't be as harsh to it. But even then given it's a whole zone off... (My mistake), should I just let it go for the spring/summer and shade it a bit until the tree can stand full sun while watching for its health/vigor to come back? This way I don't stunt it anymore for awhile of course since it's already in the ground. Then possibly think of uprooting it and repotting it once more to save it from winter frost? I can always buy another, but they're not necessarily cheap of course so I'd prefer to save it if possible. Unless there is a chance it could survive our winters here...

Thanks y’all! Interesting that it’s likely a New Zealand lemonade...do you happen to know about how long to takes the lemons to ripen? We’ve have them for about 6 months and they are still green. @Dave thanks! I googled more images and it does appear to be leaf miner. We will probably try some neem oil and hopefully the leaves come back strong next year.

Sorry for asking again. I read the page that talks about controlling the bug. But there was no specific solution like buy this brand from this store or something like that. All I understood was I have to buy bug blaster and spray my trees? Is this the least I can do?

I do not want to follow more complicated solutions like buying ladybugs or other things. I already have a bug blaster to spray but what chemical should I buy?

Did you read the link? It tells you what to use. I don't find insecticidal soap to be as effective as horticultural oils, so I would start with them. Neem oil would be my first choice as it is naturally derived and is safe around pollinators and beneficial insects. Will also help to control other common citrus pests like aphids, spider mites and scale.

Neem oil is sold under a variety of brand names and should be available at any good garden center. If you can't find, try all-season horticultural oil.

Yes, it can work. But it is a broad spectrum insecticide so that means it can kill any insects, including pollinators and beneficials. IMO, it is a bit of overkill for what you have going on. You always want to use the least disruptive means of control first. Permethrin would be a tool of last resort.

misterno, have you read the label of your product? Permethrin SFR 36.8 is way overkill for your problem; it's not even labeled for edibles.

Why the cheapest?? What is the reasoning for that? Why not base your choice on the most recommended or likely to work product?

Go to the garden center and look for the products suggested above. Read the labels before buying and how the products are presented (an RTU, a concentrate that needs to diluted and sprayed, etc.) then make your determination based on what will do the size job you need and for the best economical value.
