Old cactus won't stand up on its own

My father has had this cactus for 25-30 years. He kept it in a small pot in the kitchen window and watered it once a week. While I was growing up, I remember at times the bottom portion being really squishy and rotten looking, but it always recovered. I decided to repot it because it looked ridiculous in its tiny pot, but I discovered a small root system and it can't hold itself up. It is not rotten and squishy now, but I'm not sure if it is healthy. I want to encourage it to grow tall and strong, but I'm not sure how to help. I've killed more succulents than I've managed to keep a live. Any suggestions are greatly appreciated.
