Citric acid in Annie's Salsa

Can I add citric acid to a batch of Annie's salsa instead of vinegar? And would I have to make a 5% solution of citric acid to maintain the amount of liquid that is gained by adding vinegar or lemon juice? I know about adding a 1/4 tsp to each pint of canned tomatoes but does the salsa need the extra liquid to be safely canned?
