Transom window light blocking treatment to match....

We bought a new house and a window treatments package - but they didn't do the upper windows - just the lower blinds. :-( It might look OK in theory but the light is way too much all too often at the wrong times.

2" blinds would match the lowers, but really a waste of money/useless as there would never be any function desired out of them. (raise/lower/open/close are all kind of pointless for such tiny spaces).

So what to do? Paper shades, rolling shade, cellular shades - window film? There will likely, eventually be non-functioning decorative full height to ceiling curtains - but we need to block light and have it look like it somewhat fits in. Are we stuck buying fully functioning 2" blinds for these - or is there another way around it? There are 6 windows like this in the master bedroom alone!!!
