Crape Myrtle infected, need help to treat tree

HI -

The house that I moved into few months ago, has 2 old crape myrtle trees.

I found the tree bark covered entirely with black mold. I got some guy to scrub the black soot out early spring. But, still some blackness remains. Then i sprayed with Neem Oil, backing soda water etc. I dont know if that did anything to the trees. When Summer came, I was happy to find out that old Crape Myrtles lose bark. I thought that that should get rid of black soot altogether.

Now, I find some white stuff growing on the trees. I sprayed some Neem Oil again. Dont know if that will help.

Huh lot of work with these trees, I suppose.

I wish they were newer disease resistant kind!!

Please can someone tell me what that white stuff is?

Thanks!
