When if ever can I bury the roots of a Tulip Poplar and other trees

We have a failing retaining wall that we installed 20 years ago to carve out a back yard for our daughter. We have had several estimates to replace the wall and it's not in the upcoming budget :) One company had an idea of just tearing down the top half of the wall and back fill in order to just make a slope or even terracing the slope a bit with railroad ties, etc. We like the idea but we're concerned about a couple of trees that would be effected by the back fill dirt. Is it possible to back fill round trees during the winter months, or is this never a good idea? We have a particular tulip poplar that is probably 50 ft tall. I'm sure it's roots are under the wall now and it's probably 15 feet or so from the wall.
