How to trim this rose bush?

So the previous ownders of this home planted two rose bushes- but in the shade. We have been here a year but I only saw maybe 3 roses between the two of them.

Yesterday I took them out of the ground and planted them in 2 gallon pots and they will be in the sun now. Just curious:

1) How much should I trim off them? They are quite long and unkept looking. These roses since I've had them have only had a few wirey shoots and that's it. Terrible shape. how can I whip them into shape better? Can I cut a 1/3 off down to a uniform height?

2) We have warm temps today in 50s and 60s but snow coming this weekend randomly. Is it ok to prune this week then? Or wait until next week?

3) Lastly, should I put rose-tone around them (rose fertilizer) now in the spring before they've bloomed? Or will this encourage more leaves than flowers?
