I don't grow it, but would suggest you ask others in your zone how tall it is for them. Height varies quite a bit with zone.

It's not easy to control height. In my area many roses outgrow their stated heights by a good two feet!

Yes, where are you, approximately? Roses in warm climates tend to grow larger (in some cases a LOT larger), than the same rose would grow in a colder climate.

I looked your rose up on HMF. Yes, it is called both of those names, and several others. Is a Meilland HT introduced in 2005. HMF says its height is between 2' 7" to 4' 11". So, it appears that it would not be difficult to keep it at 4 feet. If you live in a warm climate (like mine) where the growing season is 12 months, you just might have to prune it more often.

Here, that rose keeps trying to be tall. The first year it grew roots, but after that it shot up big canes which grew at least shoulder height in Sunset 23 near Disneyland. Impressive fragrance and reblooms well here.

I prefer the Name Sweet Parfum de Provence. Graham Thomas is a grandparent so maybe that's where the height comes from.

I'm in Sydney which I think is the equivalent of zone 10., hot in summer and mild in winter, no frost.

The stated height varies a lot, this site says it goes to 10'!

I suppose I just want to know generally, if a rose wants to get tall, and you keep pruning it shorter, as Jackie suggests, does it still flower on the shorter stems or does it want to wait until it gets to where it wants!

It totally depends on the type of rose. There is basically nothing you can say about "a rose" as a generic term. The rose we are talking about is a modern hybrid tea rose. Those tend to grow vertically, with a vase shape if you are lucky, and a spindly shape if you are not. Most HTs have "bare legs", and do not leaf out at the bottom just because you shorten the top. That is why lots of people plant other plants in front of them, to hide this problem. The other solution is to purchase shrub shaped roses, which have been hybridized to not have this problem in the first place.

Since you live in a warm climate, and the warm climate sources of info say that this particular rose gets very tall, I would believe them. Since it is a HT, and they do not mind "hard pruning", I think you could keep it at 4 feet by pruning it, but I do not think it would get fluffier at the bottom. It would just bloom on the upper 2/3rds of the bush. In your climate, it would also keep getting taller.
