Filling in a 9" cavity in 12" wall. Better cement? plaster?

Hi, I'm planning to install a new French window, but first permanently remove a window shutter, so at the lower part of the window I want to take out the roller wheel and fill in that space with something. This space would be approx. 8" x 9" x 2" (the overall wall thickness is 12").. So, being a relatively small space to fill in, which kind of material would you recommend? At first, I thought of just using normal plaster as I think it should be a better insulator than cement or rapid cement? But then I thought there might be an issue with dampness / condensation? Or maybe insert a 1 " layer of rockwool first? The coldest weather in this part of Spain is around -2 celsius / 28ºF. Thanks for any help.
