Do self wicking air pruning pots lose efficiency?

I've been looking at air pruning self wicking pots and I have a question.
From my understanding of air pruning, the pruning of the tap root is the first step to ensuring the branching root development. In the wicking systems I've seen there is always moisture present at the bottom of the pot. Does this mean that the tap root doesn't get air pruned?
Is this like the equivalent of topping off secondary branches but not the main stem?
