About new Microsoft update

They are saying, We are updating our Terms of Use and Privacy Statement. I have been getting these popups all the time recently and wonder if I should make any changes. Is it safe? Thanks

If it's from Microsoft, it's safe.

The below page from Microsoft's website, which I (and you and anyone else) could find with a search, says that the company has revised terms effective this month. When that happens with any company's software, users have to explicitly agree. There's no choice, unless you want to see popups on your screen forever.

If you're concerned that maybe it's something other than what it appears
to be, run an antivirus scan and a Malwarebytes scan first. I don't think that's necessary unless you've been visiting unsafe sites or downloading extraneous files.

No...I don't think it's safe.

There hasn't been a MS Terms of Use update since 2014. It would appear that what you're receiving may be a phishing scam and you should treat it accordingly.

I tried to post a link validating this info...but the link didn't work correctly. Do a search using "MS Terms of Use + Privacy updates". You should find the same info that I found. And...if you don't...just go to http://technet.microsoft.com/en-us/security/bulletin You'll always find an up-to-date list of every update and/or bulletin that's been issued by MS on their website.

Microsoft said this "When you use the Windows Update Web site or the Microsoft Update Web site to check for and install updates, you may receive one of the errors that are listed in the "Symptoms" section. My question is: What is a Proxy/Firewall? I just recently downloaded Norton Antivirus 2009 and I understand that it has an inbound firewall. When I went to My security center it shows that the Windows Firewall is on. I shut it off and when I did the red shield with an X in the middle of it(Windows Security Alert) showed up on my taskbar. I can't find anywhere where it says on the box that Norton Antivirus 2009 has a firewall. But I read on another forum that this particular version does have a firewall inbound only. This is very confusing. If I do have a firewall from Norton then I need to shut off the Windows Firewall right? If so then how do I get rid of that red shield with the X in the middle of it? Finally I will let you know that everything is back to normal and I am thinking maybe it was their site? Not sure though. thirdfrt!!! Your second post should have been the first one to get the best help. No problem, now the picture is clearer. Tell us what you have done, if anything, to resolve your issues. Windows 7 is quite good at fixing itself so let's start there and have you report back what happens. click Start click Control panel You should see a heading 'System and Security', click the bottom link to 'Find and fix a problem. At the bottom of the next page is the option to 'Fix problems with Windows updates, click that. The next window says 'Next' so foloow along to have the test completed. What program/s are you using for anti virus and anti malware?

no you do not want to stop getting your windows updates they are very important to keep your pc secure and functioning properly. What we were discussing is setting the option in automatic updates to only notify you that you have updates ready but not automatically install them. That way you can wait to see if anything shows up here or other forums saying that one of the updates is causing big problems for people. then you can hold off on that update till they get the bugs out. SP3 is one of the service pack updates that has been put out through auto updates but it breaks many computers so some people are choosing not not to install it on their pc, there is even a blocking tool put out by microsoft to stop it from being sent to you. I personally much prefer to have my settings at Notify me but do not install, then I have the option of deciding what to install and when to install. I normally install all updates once I know they are not causing any problems. Watching this forum and other security forums on the Tuesdays that the updates are sent out is a good way to find out if you should wait to get a specific update. If no one screams that it broke their pc then it is probably ok. If you do not want to be bothered then leaving it set to do it all automatically behind the scenes is ok too. It is a personal choice. To change how it updates you can look at the settings area by going to Start> control panel> automatic updates. There you will see you can change the options from automatic to Notify me first to do nothing etc.

While it's a good idea not to run windows with administrator rights while browsing the web because it just makes it easier for malware to secretly dowload and install, unfortunately, I believe running as a limited user will not permit some windows updates to install. So when you tried to install windows updates, was it as administrator or limited user? Below is a support page from Microsoft. You also may want to make sure you are virus free. The link I included above has this information:

"These updates, which are summarized below, will take effect on September 15, 2016. If you continue to use our products or services on or after September 15, 2016, you are agreeing to the updated terms of the Microsoft Services Agreement.

We are also updating the Microsoft Privacy Statement. These updates are described below, and are effective as of August 2, 2016."

Phishing scams are typically fraudulent email messages

User said nothing about E- Mail but indicated a pop- up.

I would be inclined to think that this is a windows 10 machine
issuing tips in its Windows 10 notifications system through whatever browser and is safe as Elmer pointed out.

Elmer J Fudd is correct. I received a Pop-up when I clicked on the Weather Tile yesterday. The Pop-up stated that there has been changes to the Terms of Use and Privacy Statement.

Hi, Last night I found and installed a Windows update #1607 and things are working better now and I'm not getting all the popups. Do you suppose this is what they wanted? Thanks everybody for the help.

1607 refers to the Windows Anniversary Upgrade. This Upgrade has been available since August 2nd, 2016. You will see more updates that show this number 1607, don't worry they are just your basic Windows 10 Updates. I'm not sure if Upgrading to the Windows Anniversary Edition took care of the Pop-ups or not. There were lots of changes in this Upgrade and some of them were Adding Notification Banners that weren't available before, they can be shut off if you want.
1. Settings> Personalization> Start, Turn Off "Occasionally Show Suggestions in Start"
2. Settings> Personalization> Lock Screen, Turn Off "Get Fun Facts, Tips and More From Windows and Cortana on your Lock Screen"
BTW, there may be more Notification Banners that I haven't listed (not sure).
