I trust Linda Ziedrich, but is this recipe really safe?

The recipe for sandwich-sliced dill pickles calls for 3 cups water and only 2 3/4 c. vinegar. This is used to make the pickling liquid after soaking cuke slices for 12 hours in a brine of 3 Tbl. salt to 2 quarts water.
