Walk-in shower fixed glass panel: code and reach to valve handle?

We have a new walk-in shower w/ a curb. It's about 5' wide and 3' deep. You face it from the longer side, handle / head is on right side. Our plan was to put in about a 30" glass fixed panel on the right, walk in on the left, probably w/ the exact 22" of clearance code dictates for passage.

But, here's something I was told that I don't believe yet. Apparently I can't do this per code because accessing the valve handle means I have to go into the shower to turn it on. I don't care about that, but apparently code says not doable and must use a hinged (or sliding) door in lieu of fixed panel so that I can access the valve handle w/o being physically in the shower. True or false? I know that local rules might have more to say (in my case they don't) so I'm asking about national code or perhaps California where I am if differs. This is a residential bathroom.

(For a bunch of reasons -- cost, complexity, aesthetics, door interference possibly -- I want a fixed solitary panel.)
