Rooting Juniper Cuttings - When To Give Up?

Hi there folks, need some basic info!

I have been TRYING to root various juniper cuttings for several years and have met minimal success (getting better tho), and I just want to save myself some time and resources:

When there is no longer any green left on the cutting--(in other words the whole thing went yellow/brown)--has it definitely failed and it's now totally dead? ....or can a juniper shoot new growth, like I've seen happen with many deciduous cuttings that have taken?

Because I don't want to wait until the cutting has dried and can be snapped apart to know for sure. Evergreens can sometimes take quite a while to reach that point.
