Little black bugs on my herbs, need help identifying!

These little things always pop up every year and they slowly seem to kill every plant they inhabit. Last year it was my peas and all of my herbs, and now they're coming back on my lemon balm and catnip this year. I sprayed them with bug spray last week when I saw them and that kept them away for a bit, but I saw them again today. I took some of the small dying leaves off the lemon balm, I think the bugs are causing this. Any idea what these things could be? Sorry for the bad pictures. I'd like to get a picture when the bugs are bigger, but then I don't want the situation to get that bad to where I could:P Any help is much appreciated!

It's hard to tell from the picture. Almost looks like a fungus gnat which are from too wet of soil. It could be a spider mite too it's hard to tell

You could try natural pest repellent with neem oil, soap, and water.

Pollen beetles are benign but (a) unsightly and (b) they certainly have harmed my roses. The blooms did not come out properly and wilted straight away. Not what you want of a patio rose! if they go for the pollen what effect does this have on bees? (I'm not a biologist)

Since they are only associated with the flowers, they are most likely aphids. Try insecticidal soap, or any other soap (not detergent) mixed with water as a first line of treatment. If that doesn't do it, a sparing amount of a topical insecticide should get rid of 'em.

That looks like something I had several years ago. They were great for feeding my baby praying mantis, but never came back after that year. Didn't notice any damage from them (and there were LOTS of them!)

Thank you! I did some Google research on wooly aphids and I think you might be right. I am glad I caught the problem early before they did too much damage. I think I'll try spraying the plants with a mixture of castle soap and water. I really appreciate the help!
