Who fixes broken water line????

I'm doing an owner/builder with the help of a "consultant" who has turned out to be very flaky and unreliable to say the least. The latest is that the main water line from the house to the guest house was broken when he (?) was digging trenches deeper for the pipes at the equipment pad. NOT part of the actual pool dig, but something he did, as he is doing the plumbing and electric.

He is stating that it's not his responsibility to repair it and it's going to take a long time and we need to hire a plumber? WHAAT? Please tell me that is not the case. Why should I have to hire a plumber to fix a pipe by my house that HE broke and we now have no water in our guest house or for any of our landscaping because he turned off that line because of the leak. HELP!

(we are currently done with gunite and tile, waiting for digger to come back to fill trenches and spread dirt out so we can start decking).
